APEC ministers responsible for the telecommunications and information industry meet regularly to commit themselves to the achievement of a sustainable development of the Asia-Pacific region by improving the telecommunications and information infrastructure and promoting free trade and investment and facilitating effective cooperation. Ministers are committed to the five objectives and ten core principles in the Seoul Declaration endorsed at TELMIN1 (1995) as essential for the construction and the expansion of the Asia Pacific Information Infrastructure (APII) and the realization of the vision of the Asia Pacific Information Society (APIS).

Brief History
APEC Ministerial Meeting on Telecommunications and Information Industry (TELMIN) was an initiative proposed by Korea and agreed at the APEC Economic Leaders Meeting in Bogor, Indonesia in November 1994. Recognizing the critical role of telecommunications and information infrastructures in achieving the goal of liberalizing trade and investment by industrial economies by no later than the year 2010, and developing economies by no later than the year 2020, as agreed in the Bogor APEC Economic Leaders' Declaration of Common Resolve, ministers agreed to take full responsibility in advancing an Asia Pacific Information Infrastructure (APII) initiative and establish the APII
